On December 13, 2022, the Hunan Provincial Department of Transport announced that the expansion project of G4 Beijing Hong Kong Macao Expressway from Changsha Guangfu to Zhuzhou Wangshiwan (Zhuting) bound with the bid winning candidates of investors for the franchise project package of the Chenzhou Guiyang section of Guidong Xintian (Ningyuan) Expressway. The consortium led by China Railway Construction Kunlun Investment Group won the bid, with the estimated total investment of about 41.5 billion yuan.

Project overview

G4 Beijing Hong Kong Macao Expressway Changsha Guangfu Zhuzhou Wangshiwan (Zhuting) Expansion Project: Located in Changsha and Zhuzhou, Hunan Province, it is north-south. The route starts from the north of Guangfu Interchange and connects to G4 in the south of G4 Zhuting Interchange. The total length of the main line is about 143km. There are 17 interchanges and 3 service areas along the line. Technical standard: the main line is constructed according to the standard of two-way eight lane expressway, with a design speed of 120km/h and a subgrade width of 42m. In addition, the project needs to bear about 42.9 million yuan (300000 yuan per kilometer) for the construction of Hunan Road Network Monitoring and Networking Toll Cloud Project, which is included in the total investment of the project. The specific use of the cost shall be subject to the implementation plan of Hunan Road Network Monitoring and Networking Toll Cloud Project approved by Hunan Provincial Department of Transport.

The estimated total investment of the project is about 31.2 billion yuan, and the minimum project capital is set to account for 20% of the estimated total investment, which is about 6.231 billion yuan,

Project of Chenzhou Guiyang Section of Guidong Xintian (Ningyuan) Expressway: The whole line is located in Chenzhou City, starting from Xujiadong, Suxian District, Chenzhou City, and ending near Manchi Village, Chunlingjiang Town, Guiyang County, connecting with the existing Xuchang Guangzhou National Expressway. The main line of the project is about 65km long, with 6 interchanges and 1 service area. Technical standard: the main line is constructed according to the standard of two-way four lane expressway, with a design speed of 100km/h and a subgrade width of 26m.

The estimated total investment of the project is about 10.3 billion yuan, and the set minimum project capital accounts for 20% of the estimated total investment, which is about 2.062 billion yuan
