Floating offshore wind power pilot projects being carried out across China will drive a "fivefold increase" in the country's floating offshore wind power by 2026. On December 12, 2022, Hainan Provincial Development and Reform Commission issued the Reply on the Approval of Phase I of Wanning Floating Offshore Wind Power Pilot Project of Power China Corporation, marking the formal approval of the world's largest commercial floating offshore wind power project implemented by Power China Corporation under the integrated mode of "investment, construction and operation".

The Hainan Wanning Floating offshore Wind Power Pilot Project of China Power Construction Co., LTD is located in the east sea of Wanning City, Hainan Province, with a total installed capacity of 1,000,000 kW. It is planned to be constructed in two phases. The first phase of the project will be built with 12 turbines with a capacity of more than 16MW and an installed capacity of 200,000 kW, which will be completed and connected to the grid by the end of 2025. The second phase, with an installed capacity of 800,000 kW, is scheduled to be fully operational by the end of 2027. When completed, the project will generate more than 4 billion kilowatts of clean electricity per year.

The Wanning project, invested and developed by China Power Construction New Energy Group Co., LTD., is the first floating offshore wind power project with integrated investment, construction and operation of China Power Construction Co., LTD. It has important strategic significance for improving the core technical capability of China's far-reaching offshore wind power development field and promoting the large-scale development of floating offshore wind power market in China. The construction of the project is highly in line with Hainan's responsibility and vision of building a national ecological civilization demonstration area and a clean energy island, and establishing a clean, low-carbon, safe and efficient energy system.

The construction of Wanning project will help China's wind power industry to form a complete original technology system of large-capacity and far-reaching offshore floating wind power, cultivate floating wind power equipment and supporting supply capacity of its domestic industrial chain, fully master the design, construction and construction technology of floating offshore wind power projects, and promote the technological progress and industrial upgrading of China's offshore wind power.
