On December 15, 2022, Hunan Public Resources Trading Center released the announcement of the candidates for the general contracting of the EPC (1) project of Hunan Dongting Lake Area Key Embankment Reinforcement Phase I Project and the original Phase II governance unfinished project. The project was won by a consortium led by Hunan Provincial Water Resources and Hydropower Survey, Design, Planning and Research Institute Co., Ltd., with a bid price of 6.856 billion yuan.

Project overview

Construction site: Changde City, Yiyang City, Yueyang City, Changsha City, Hunan Province.

There are 226 large and small embankments in the Dongting Lake District of Hunan Province, including 11 key embankments recognized by the state, with a length of 1221km. The first line of embankments undertakes the flood control tasks of two prefecture level cities, Yiyang and Changde, and seven county and city districts, ensuring the flood control safety of 5.67 million people and 5.28 million mu of arable land. However, since the key embankments have been in operation for nearly 20 years since the implementation of reinforcement in 1998, the hidden dangers such as leakage of the embankment body and foundation are prominent, and the flood resistance capacity is seriously insufficient, so it is urgent to implement systematic reinforcement.

According to the idea of "systematic treatment, step-by-step construction, and embankment reaching the standard", according to the importance of the protected objects, and in combination with the dangerous situation in recent years, six key embankments, namely Songli, Anzao, Yuanli, Changchun, Lanni Lake, and Huarong City Protection, were selected from the 11 key embankments for the first time to meet the standard in all aspects. The project has a length of 658 kilometers.

Embankment reinforcement phase I project: embankment heightening and thickening 23.783km; The total length of slope protection embankment is 53.625km, and that of toe protection embankment is 97.673km; 36.659km of slope and soft foundation treatment; 257.155km of embankment seepage prevention and hidden danger treatment, including 187.099km of embankment seepage prevention and 159.846km of termite nest treatment; Embankment foundation anti-seepage treatment is 219.525km; 202 buildings were disposed, including 93 demolished, rebuilt and reconstructed, 73 reinforced, and 36 demolished and restored embankments; 456.382km of embankment top pavement, 320 embankment ramps and 522 embankment steps; The affected treatment works include 111.057km of embankment top pavement restoration and 27.93km of slope protection restoration. The first-line flood control levee and dyke crossing structures of the Project are of Grade 2. The total investment of the first phase of embankment reinforcement project is about 7359.54 million yuan.

Unfinished works of the original phase II treatment: heightening and thickening the embankment 9.446km; The total dike length of slope protection is 30.536km; The total length of toe protection embankment is 28.630km; The total length of the dike for seepage prevention and hidden danger treatment is 59.227km; The total dike length for seepage prevention of dike foundation is 73.503km; Reconstruction and reinforcement of 24 dyke crossing buildings; The road surface on the top of the construction embankment is restored to 8.83km, the slope protection is restored to 0.4km, and the wave wall is restored to 1.6km. The flood control levee and structures passing through the levee of the Project are of Grade 2. The total investment of the unfinished project of the original phase II treatment is about 1149.75 million yuan.
