On December 30, 2022, the preliminary design of Phase I Project of Wenzhou Municipal Railway S3 was approved by Zhejiang Provincial Development and Reform Commission. This is another important early achievement after the approval of the feasibility study of S3 line project in early December, marking that the municipal railway S3 line project has completed the stage goal of approval.

The S3 Line of Wenzhou City Railway is an important part of promoting the "integrated development of multi-level rail transit in the Yangtze River Delta" and a key livelihood project in Zhejiang Province. The Wenzhou Municipal Party Committee and the Wenzhou Municipal Government attach great importance to it. With the full support and promotion of the provincial and municipal development and reform commissions and other departments, Wenzhou Railway Investment Group has closely followed the nodes and deeply promoted the preliminary work of Line S3. Since the feasibility study review meeting was held, it has taken only more than two months to complete the review and approval of the project feasibility study and preliminary design, setting a record for the fastest preliminary approval of major transportation projects in Wenzhou.

The preliminary design approval clarified the construction scale and content, project land, main technical standards, operation organization scheme, budget estimate and other contents of S3 Line, laying an important foundation for accelerating the commencement of the project. Phase I of Wenzhou City Railway S3 Line is a south-north line, starting from Wutian Station in Ouhai District and ending at Rui'an Feiyun Station. The line is 33.2km long, with 11 stations. The total investment estimate of the project is 16.292 billion yuan. After completion, it will provide fast, high-capacity and public transport services for passenger flow between Wenzhou central urban area and Rui'an urban area as well as the towns along the way, shorten the time and space distance, and promote the rapid integration and development of the central urban area and Rui'an urban area.
