The Port of Rotterdam Authority is developing an 11-hectare site in Maasvlakte that will be suitable for a green hydrogen plant capable of generating up to 1GW. The site could provide space for up to 1GW of electrolysis and is adjacent to the planned location of the Tennet Amalihaven high voltage substation. This is also the location of the 2GW DC cable and a new hydrogen pipeline from IJmuiden Ver Wind Farm Zone Beta. The site is also close to the Evides water mains.
To allocate the site for hydrogen production, the Port Authority said it is in consultation with the city government and the DCMR Environmental Protection Agency to revise the zoning plan. Currently, the site has container storage permissions. The authority said the reason for developing the site was a tender for the IJmuiden Ver wind farm due later in 2023. The farm is expected to have a capacity of 2GW, with an expected completion date of 2028. Several parties have expressed interest in investing, according to the port authority.
Authorities will reserve 11 hectares of land on Maasvlakte exclusively for the winning bidder. The climate and energy minister announced draft ministerial regulations for Zone Beta in late March.
Allard Castelein, chief executive of the Port of Rotterdam Authority, said that building a hydrogen plant with a capacity of 1GW is the next leap in the scale of green hydrogen production. Several companies are now building or have advanced plans to build electrolyzers with a capacity of 200-250 MW at Maasvlakte.
