On May 5, 2023, the Sichuan Provincial Public Resources Trading Information Network released the announcement of the bid candidates for the Jiangjin-Luzhou-Yibin (Sichuan border) highway project investor bid section of the Jiangjin-Luzhou-Yibin Expressway project investor. The consortium led by China Railway Construction Kunlun Investment Group won the bid with a bid price of 19.5 billion yuan.

Project Overview

The project line starts at the Sichuan-Chongqing provincial border on the northeast side of Baihe Town, Luxian County, Luzhou City, and connects with the Jiangjin-Luzhou North Expressway under construction in Chongqing City, passing through Luxian County, Longmatan District, Luzhou City, Fushun County, Zigong City, and Yibin Jiang'an County, Nanxi District, and Cuiping District of the city end at the northeast side of Guanyin Town, Xuzhou District, and connect with Chengyi Expressway. The total length of the recommended scheme is about 134 kilometers, and the estimated average is about 140 million yuan per kilometer.

technical standard

The project adopts expressway technical standards, with a design speed of 120 km/h, two-way 4-lane, and a roadbed width of 26.5 meters. Bridge and culvert design vehicle load adopts highway-I grade; asphalt concrete pavement. Other technical indicators conform to the relevant provisions of the "Technical Standards for Highway Engineering" promulgated by the Ministry of Transport.

The construction period of this bidding project is expected to be 36 months. The project charging period shall not exceed 30 years at most.

The project capital should not be less than 20% of the total project investment, and all project capital should be contributed by investors. Project construction funds other than capital funds are raised by the project company established by investors.

Bidding scope

The scope of this tender is for the investors of the Jiangjin-Luzhou-Sichuan Yibin Expressway Project. The bid-winning investor shall establish the project company in accordance with the "Company Law of the People's Republic of China" and other relevant laws, regulations and policies.

The tenderee will sign a franchise agreement with the project company on investment, construction and operation of the project in accordance with laws and regulations, policy documents and investment agreements. The project company is responsible for the whole process of planning, fund raising, project survey and design, project construction, operation and maintenance, debt repayment and asset management, etc., independently operates and is responsible for its own profits and losses. According to the concession agreement, the project and its auxiliary facilities, project land and related materials will be transferred to the organization designated by the Sichuan Provincial People's Government free of charge.

The project is determined by the investors of the Jiangjin-Luzhou-Yibin Expressway Project, led by China Railway Construction Kunlun Investment Group Co., Ltd., China Communications Investment Co., Ltd., China Railway First Survey and Design Institute Group Co., Ltd., and Sichuan Expressway Construction and Development Group Co., Ltd.
