As the first batch of pile-based fixed offshore photovoltaic projects, Guohua HG14 offshore photovoltaic project is invested and constructed by Shandong Guohua Times Investment Development Co., Ltd., with an installed capacity of 1,000 megawatts and a total investment of about 7.97 billion yuan. It is located in Kenli District, Dongying. The water depth of the site is 1-4 meters, and the offshore distance of the center is 8 kilometers. It is planned to use 550-watt monocrystalline silicon photovoltaic modules. . After the project is completed and put into operation, it can generate 1.652 billion kilowatt-hours of electricity annually, which can meet the electricity demand of about 550,000 households for one year, replace about 503,800 tons of standard coal, and reduce 1.3447 million tons of carbon dioxide emissions.

In recent years, Shandong has made great efforts to build a double 10 million-kilowatt offshore photovoltaic base "around the Bohai Sea and along the Yellow Sea". The "Bohai Rim" 10 million-kilowatt offshore photovoltaic base has 31 offshore photovoltaic sites, with a total installed capacity of 19.3 million kilowatts. Among them, there are 20 photovoltaic sites with an installed capacity of 14.1 million kilowatts; 11 wind and solar sites with an installed capacity of 5.2 million kilowatts. The 10-million-kilowatt offshore photovoltaic base "along the Yellow Sea" has 26 offshore photovoltaic sites, with a total installed capacity of 22.7 million kilowatts.
