On May 4, 2023, it was arranged at the Altay Regional Deployment Meeting that the supply-side structural reform will be the main line, and the unique location and resource advantages will be fully utilized to build an autonomous region-level 10-million-kilowatt clean energy base, a new power system demonstration area, and a source of energy. Grid-load-storage and micro-grid technology pilot zone and carbon peak action demonstration zone.

The report of the 20th National Congress of the Communist Party of China pointed out that it is necessary to accelerate the green transformation of the development mode, implement a comprehensive conservation strategy, develop green and low-carbon industries, advocate green consumption, and promote the formation of green and low-carbon production methods and lifestyles.

Altay is located in the northernmost part of Xinjiang. It is a rare area in Xinjiang rich in water, wind and light resources. It has excellent complementary conditions for water, wind and light, and has great potential for clean energy development. Ma Xingrui, Secretary of the Party Committee of the Autonomous Region, emphasized during his investigation in Altay that it is necessary to firmly establish the orientation of ecological priority and green development, highlight characteristics, cultivate advantages, and accelerate the construction of a modern industrial system.

In order to implement the energy development strategy of the country and the autonomous region, strengthen measures to promote a new pattern of clean energy development, and focus on the five characteristic industries and the port economy in the region, the region researched and formulated the "Altay Region Clean Energy Medium and Long-Term Development Plan" (abbreviation: plan).

The plan clarifies the guiding ideology and basic principles for the development of various clean energy sources such as solar energy, wind energy, and pumped storage in the mid- and long-term regions during the "14th Five-Year Plan" period, and puts forward development goals, key tasks, and safeguard measures. Important basis and action guide.

Plan to strengthen scientific and technological leadership, introduce high-energy-friendly loads, further expand the scale of source-grid-load-storage projects, explore the application of green hydrogen energy development technologies, and develop new energy storage technologies such as air compression energy storage, flywheel energy storage, and energy storage solar thermal Research and application to promote the healthy development of the energy industry. The plan proposes to build a low-carbon industrial park, accelerate the application of wind power and photovoltaic power generation technology and the development of the industrial chain, promote the integrated development of the clean energy industry, and strive to create a highland for new energy innovation and development of multi-energy complementarity, industrial integration, and smart management of wind and storage integration, to help National strategy implementation.

Plan and scientifically calculate the total amount of clean energy development in the region, and determine that the total amount of clean energy resources that can be developed is about 549.84 million kilowatts (including: about 505.5 million kilowatts of light resources, about 39.5 million kilowatts of wind resources, and about 04.84 million kilowatts of hydropower resources). There are 68 plots with a total area of 19,500 square kilometers.

Wang Fang, director of the Regional Development and Reform Commission, said: "The newly installed capacity of new energy sources such as wind and solar in this plan is about 21.27 million kilowatts. The development of clean energy such as wind energy and solar energy is in line with the national environmental protection and energy conservation policies. Any damage can effectively reduce the consumption of conventional energy, especially coal resources, reduce carbon dioxide emissions, protect the ecological environment, increase fiscal revenue, promote people's livelihood and employment, adjust industrial structure, and promote economic development.” At present, the planning has been reviewed and approved by the prefectural committee. Will be issued for implementation.

The Altay region is the only region in Xinjiang that can develop wind energy, solar energy, and water energy resources at the same time. By the end of 2022, the total installed capacity of power generation in the whole region will be 3.8145 million kilowatts, and the installed capacity of clean energy will be 3.5295 million kilowatts, including: 2.0451 million kilowatts of wind power, 240,000 kilowatts of photovoltaic power, and 1.2445 million kilowatts of hydropower. Clean energy accounts for 92.53% of the total installed capacity of power generation and has become the main force power supply.

In addition, the guide price of wind power and photovoltaic on-grid electricity prices in the Altay region is 0.262 yuan/kWh, and the average cost of green electricity for market-oriented electricity transactions is about 0.35-0.38 yuan/kWh, with obvious advantages in electricity prices. The proportion of annual power generation output is close to 60%. It has become a typical clean energy delivery base and provides sufficient green power for subsequent regional economic development. During the opportunity period of "double carbon" and "double control" policies, it has a unique green Energy advantage.

Relying on the advantage of low electricity prices, Altay intends to vigorously develop, cultivate and expand the clean energy industry, focus on attracting investment in commercial energy storage power stations for power measurement, use photovoltaic power generation projects that combine construction in Gobi, deserts, and deserts with sand control, agriculture, and animal husbandry, and focus on attracting investment in loads Energy equipment manufacturing, hydrogen production by electrolysis of water, silicon-based new materials, and big data computing power center construction projects.Editor /Xie Li
