On June 2, 2023, the release ceremony of the Blue Book on the Development of New Power System (hereinafter referred to as the Blue Book), sponsored by the National Energy Administration and undertaken by the General Institute of Electric Power Planning and Design and China Energy Media Group Co., Ltd. was held in Beijing. The Blue Book comprehensively expounds the development concept, connotation and characteristics of the new power system, sets out a three-step development path, and puts forward the overall structure and key tasks of building the new power system. Yu Bing, member of the Party Leadership group and deputy Director of the National Energy Administration attended the meeting and delivered a speech. Huang Xuenong, director of supervision of the National Energy Administration, released the Blue Book.

 In order to guide the power industry to scientifically promote the construction of new power system, the National Energy Administration organized 11 research institutions to carry out research on some major issues of power system transformation under the background of carbon peak carbon neutrality and compiled the Blue Book.

Energy is the main battlefield and electricity is the main force to achieve the two-carbon goal, Yu said at the launch of the Blue Book. The construction of a new power system is an important part of the construction of a new energy system. It is a complex and arduous systematic project with multiple points, broad areas, long time span and obvious differences in characteristics at different stages of development. Therefore, it is necessary to make overall plans for the path layout, scientific deployment and orderly promotion. The release of the Blue Book will help unify the understanding of the new power system inside and outside the industry, and also mark the construction of the new power system has entered an important stage of full start and acceleration.

Huang Xuenong introduced that the Blue Book was jointly compiled by 11 research institutions organized by the National Energy Administration. It aims to point out the strategic direction for the transformation and development of the power industry, comprehensively help promote the energy revolution, build a new energy system and promote the green development of energy.

It is clear in the Blue Book that the new power system is based on the basic premise of ensuring energy and power safety, the primary goal is to meet the power demand of high-quality economic and social development, the main task is to build a high proportion of new energy supply and consumption system, the multi-direction coordination and flexible interaction of the source network, and the strong, intelligent and flexible power grid as the hub platform. The power system in the new era, which is based on technological innovation and institutional innovation, is an important part of the new energy system and a key carrier to achieve the goal of double carbon. The new power system has four important characteristics: safe and efficient, clean and low-carbon, flexible and intelligent integration, among which safety and efficient is the basic premise, clean and low-carbon is the core goal, flexibility and flexibility is an important support, and intelligent integration is the basic guarantee. Together, a four-in-one framework system of the new power system is built.

According to the two-step strategic arrangement of the new era proposed by the CPC Central Committee, the Blue Book anchors the 3060 strategic goal, takes 2030, 2045 and 2060 as the important time nodes for the construction of the new power system, and formulates the three-step development path of the new power system. It will accelerate the transformation period (from the current period to 2030), the overall formation period (from 2030 to 2045), and the consolidation and improvement period (from 2045 to 2060), and promote the construction of new power systems in a planned and step-by-step manner.

In terms of the overall structure and key tasks, the Blue Book proposes to strengthen the construction of four major systems, namely, the power supply support system, the new energy development and utilization system, the large-scale distribution and application system of energy storage, and the intelligent operation system of the power system, and strengthen the three-dimensional basic supporting role of the standards and norms adapted to the new power system, core technologies and major equipment, and relevant policies and institutional innovation.
