Taking advantage of the east wind of the Belt and Road, PowerChina continues to export Chinese standards and Chinese technologies to countries and regions along the route. As one of the world's largest power stations that has been completed and put into operation, the Jizan Gas Turbine combined cycle power Station will provide sufficient clean energy for the enterprises in the Jizan industrial cluster.

Jizan gas turbine combined cycle power station

The Jazan Industrial Cluster is located in the downstream Industrial city of Jazan Basic, more than 80 kilometers from the border between Saudi Arabia and Yemen. According to the plan, it will gather petrochemical, shipping, mining and other related industries, and provide life services. In 2016, China and Saudi Arabia signed a cooperation agreement, and the two sides carried out production capacity cooperation in the Jazan industrial agglomeration area, and the investment promotion work is steadily advancing.

In the Jizan industrial cluster, Saudi Aramco is building a 400,000-barrel-per-day oil refining plant, and the Jizan gas turbine combined cycle power plant is its supporting facility. The power station has a total of five two-tow combined cycle units, each equipped with two Siemens 5000F heavy duty gas turbines and a reheat and extraction steam turbine, using refinery slag gasification syngas and ultra-low sulfur diesel input as fuel, the total installed capacity of 3850MW, in addition to providing power and steam for JIGCC gasification units and refineries, It will also deliver 2.4GW of electricity to the Saudi Power Company's grid system.

At present, the construction tasks of the five units of the power station project have been completed, and the ignition of the gas turbine of Unit 4 and the system commissioning of Unit 5 have been carried out in an orderly manner.

Oil refineries and power stations need seawater for cooling. The drainage project, which was contracted by China Harbor and built with the help of the Fourth Shipping Bureau of China Communications, mainly introduces seawater for cooling and fire fighting water for refineries and power stations, as well as discharging environmentally friendly wastewater into the deep sea. Designed seawater supply/discharge capacity of more than 500,000 cubic meters per hour, is a large comprehensive EPC project covering water conservancy, road, bridge, pile foundation, house construction, foundation reinforcement, mechanical and electrical, control and other professional.

Increase the localization of employees

Yang Zhiyuan, general manager of the Middle East Regional Management Center of China Harbor, introduced that China Harbor adopted the Chinese technology optimization plan in the project construction process to create greater value for the owners and achieve mutual benefit and win-win situation. For example, the submarine high-density polyethylene pipeline developed by the Chinese side has broken through the original design scheme, and the installed pipeline has a single length of 556 meters, an inner diameter of 3 meters, and a weight of 2,000 tons, becoming the largest and longest submarine high-density polyethylene pipeline in the world. A number of patented technologies have effectively improved the construction efficiency and created a good image of Chinese enterprises.

The construction of Jizan Industrial Cluster and Jizan Basic downstream Industrial City is an important project for the alignment of the Belt and Road Initiative and Saudi Vision 2030. Saudi Arabia hopes to diversify its economy and create more jobs by developing non-oil industries. Chinese enterprises have actively responded to Saudi Arabia's needs by increasing the internationalization and localization of their employees' employment and training.

Through cooperation with the Saudi Human Resources Development Foundation, China Harbor has developed a localized staff training plan with the Jazan Project Cluster as a training pilot, and has trained 90 Saudi employees in total. Azizi, who was born in Jazan, studied in Wuhan, Harbin and other places in China before joining the China Harbour Saudi Company in 2016. He said: The development of Jazan is relatively lagging behind, and Chinese enterprises bring us more development opportunities. I'm excited to be a part of accelerating the local construction.

Aziz is meticulous in his work and has now been promoted to human resources manager. Mr. Aziz said Saudi Arabia provides affordable housing for its citizens, but he earns a steady income working in a Chinese company and is designing and building his own houses.
