On June 24, 2023, the Shenyang Heping Bay Ecological Science and Technology Innovation Demonstration Zone project, with a total investment of 36 billion yuan, officially began construction.

The Heping Bay Ecological Science and Technology Innovation Demonstration Zone project in Shenyang is located in Heping District, Shenyang, with a total area of approximately 11.86 square kilometers. This is the first billion yuan level central local cooperation project introduced and constructed by Shenyang City. The project will adhere to the integration of production, living, and ecology, and build an international city, a health city, and a park city based on the idea of creating key points in urban structure, new highlights in urban construction, and points of urban economic growth. Among them, the first phase of the project plans to launch the construction and development of Heping Bay Science and Innovation Incubator, Manrong Industrial Park infrastructure facilities and the Central Lake area. After completion, it is expected to create 20000 jobs and increase the Gross regional product by 4 billion yuan annually.

The Heping Bay area where the project is located is one of the 35 core development areas carefully built by Shenyang to anchor National central city, and is also an important part of the spatial layout of cultural and tourism industry in Heping District, Shenyang. The commencement of this project marks the official launch of the overall development of Heping Bay. Peace Bay will focus on implanting the Five Type Economy, attracting leading enterprises, accelerating the landing of projects such as the Digital Economy Headquarters and Junhe Life Technology Port, developing core industries such as intelligent manufacturing, digital economy, and big health, and striving to create a central smart vitality zone.

Starting from the needs of enterprises, Heping District in Shenyang City has opened up channels for problem-solving and introduced support policies, and the project was launched and started in just 4 months. Taking the lead in adopting the social investor+EPC development and construction model in Liaoning Province, we are exploring ways to solve the financial difficulties of urban development. According to the project construction schedule of laying the foundation in one year, producing the core in three years, and building a new city in five years, the Heping District has established specialized teams, strengthened scheduling, and carried out wall map operations. Currently, the planning and design of the digital economy headquarters base has been completed, and the infrastructure construction in the core area has been orderly promoted. Editor/Xie Li
