SINOPEC actively expands its overseas market. Since 2023, the main leadership team of Sinopec Nanjing Engineering Company has led a team to conduct work research on the frontline of overseas projects, focusing on key tasks such as overseas business expansion and transformation, localized management, and international operation, exploring the best path for high-quality development, and continuously improving its overseas engineering service capabilities. Recently, Sinopec Refining and Chemical Engineering Group signed a general contracting contract with Saudi Aramco for the P5AC package of the Amiral project.

Project Overview

The main scope of work includes the design, procurement, and construction of the project tank farm and integration with the SATORP refinery, which is executed by the company's EPC general contracting. The project contract amount is approximately 720 million US dollars, which is currently the largest refining and chemical engineering general contracting project independently undertaken by SINOPEC in the Saudi Arabian region.

The project is jointly invested and constructed by Saudi Aramco and TotalEnergies of France. It is planned to build a world-class petrochemical complex in Byblos Industrial Zone. After completion, the plant can transform refinery gas and Naphtha, ethane and natural gasoline supplied by Saudi Aramco into higher value chemicals, expand the value chain, and help Saudi Aramco further promote its petrochemical strategy.

After receiving the notification of the pre bid for the project, the pre project working group gathered advantages from both domestic and foreign sources to hold multiple project planning seminars. Strictly comparing the requirements of the contract and bidding documents, we have completed the planning of design work execution, preparation of design subcontracting contracts, coordination with local design companies, preparation of project progress plans, inquiry for long-term procurement equipment, and research on offices and campsites, laying a solid foundation for a good start to the project.

The successful signing of the project contract is another achievement of the Refining and Chemical Engineering Group in implementing the global development strategy, implementing the the Belt and Road Initiative and deepening the engineering construction market in the Middle East. As the executing entity, Nanjing Engineering Company has undertaken this project, which is another achievement of the company's adherence to international development and deep cultivation of the Saudi Arabian market.

Since 2023, the market development task of the Refining and Chemical Engineering Group has shown a good situation of expanding the overseas market scale, continuously increasing the share of general contracting, steadily advancing the Wet market, and vigorously developing emerging markets.
