On July 5, 2023, the comprehensive development project of the eastern industrial core area of Wuhan National Aerospace Industry Base began in Shuangliu, Xinzhou. This project is the first commercial aerospace industrial base in China and one of the four sub regional echelon development projects of Wuhan National Aerospace Industrial Base. It is invested, constructed and operated by China Railway 11th Bureau in conjunction with China Railway Construction Urban Development Co., Ltd. and China Railway Construction Investment Fund Management Co., Ltd. It is the first time that China Railway Construction Corporation has participated in the investment and construction of commercial aerospace bases.

Wuhan National Space Base is the third national level aerospace industry base officially approved by the National Development and Reform Commission. This construction project is adjacent to the Yangtze River New Area and the Optics Valley Sub city, with the south adjacent to the Yangtze River. The location is extremely advantageous and the transportation is very convenient. The total investment of the project is 9.155 billion yuan, and the total land area is about 10.52 square kilometers. The project construction includes 43 projects in three categories: infrastructure, public service facilities, and industrial facilities. Among them, there are 26 infrastructure projects, including 23 roads and open channels, sewage treatment projects, and site leveling projects. Public service facilities projects include schools, cultural centers, sports centers, innovation and development centers, resettlement housing projects, community service centers, and industrial construction projects include incubators, smart parks, and enterprise service centers. The enterprise service center and incubator are planned to be completed in 2025 and 2026 respectively.

It is reported that the consortium will adopt an integrated model of "investment+construction+operation" to develop, construct and operate the project. In the early stage, it will provide service consulting, land acquisition and demolition, infrastructure and public service facilities, as well as industrial facility investment and construction. In the later stage, it will assist in attracting investment, driving more diversified industrial resource investment, promoting overall development, and conducting investment in infrastructure, public service facilities, and industrial facilities Maintain and manage construction and operation services to assist in the construction of Wuhan Aerospace Industry New City.

This project is one of the largest and most invested regional development projects implemented by China Railway 11th Bureau in Hubei Province, laying a solid foundation for subsequent expansion of investment projects. It is also an important breakthrough for China Railway Construction Urban Development Company in deepening urban development and operation, and promoting the national layout and development strategy.

After the completion of this project, it will effectively promote the further improvement of various facilities within the base, promote the construction of industrial clusters and the value enhancement of the area, and play a crucial role in accelerating the construction of the integrated Xinzhou urban node of Wuhuang in Xinzhou District and promoting the construction of the Wuhan One River Two Sides Science and Technology Innovation Corridor.
