On July 6, 2023, the theme activity of "Jointly Building the Common prosperity Pilot Zone 2023 State owned Enterprise Panzhihua Tour" was held in Panzhihua. At the activity, 18 major projects with a total investment of 69.796 billion yuan were signed. Panzhihua Yanyuan Expressway project was among them. It is planned to start construction at the end of 2023, and is expected to be completed and open to traffic in 2029.

The starting point of the Panzhihua Yanyuan Expressway Project is located in the G4216 Panzhihua Panzhihua Banbian Street Hub Interchange of the Lijiang Panzhihua Expressway, passing through the West District of Panzhihua City, Renhe District, Yanbian County to Yanyuan County, Liangshan Prefecture, and connecting Baijia Hub Interchange with G7611 Xixiang Expressway. The main line of the project is 141 kilometers long, 95 kilometers long in Panzhihua and 46 kilometers long in Liangshan Prefecture. The total investment is estimated to be about 35.35 billion yuan. It is designed according to the two-way four lane standard, and the design speed is 80 km/h.

The Panzhihua Yanyuan Expressway is an important connecting line between the national highways G4216 Lipan Expressway and G7611 Xixiang Expressway. As an important connecting line, the planning and construction of the project is of great significance to improve the layout of the regional highway network, strengthen regional connectivity, drive the development of tourism resources, mineral resources, clean energy and characteristic agricultural resources along the line, promote the flow and sharing of factors and policies, coordinated economic and social development in Panzhihua Xichang region, and also consolidate the achievements of poverty alleviation in Panzhihua Xichang region, and implement the rural revitalization strategy, The realization of Common prosperity and the maintenance of national unity play an important supporting role.

At present, the project has obtained preliminary land use review and planning site selection opinions, and is accelerating the establishment of a project company. It is also promoting the preparation of preliminary project design, construction drawing design, environmental impact assessment, soil and water conservation, mineral covering, flood demonstration reports, as well as various preliminary work such as project construction land volume approval, land acquisition and demolition coordination, to ensure the start of construction by the end of the year.

Next, we will implement the spirit of the Third Plenary Session of the Twelfth Provincial Party Committee, create a good investment environment, expand the depth and breadth of local enterprise cooperation, strengthen the industrial chain, unblock the supply chain, and facilitate the capital chain.
