According to the action plan, by 2025, the scale of hydrogen energy industry in Karamay City will grow significantly, plan to cultivate and introduce 20 high-quality enterprises, the scale of related industries will exceed 30 billion yuan, implement a number of major industrialization projects, create a number of green hydrogen chemical demonstration scenes, and build a zero carbon data center and a zero carbon urban area.

By then, Karamay will basically form an industrial ecology of hydrogen energy production, storage, transportation, processing and use, and initially build a Xinjiang Hydrogen port with complete functions and strong leading role, build a hydrogen energy industry demonstration zone in Xinjiang, and form a state-level hydrogen energy industry demonstration city pattern with hydrogen capital in western China as its business card.

In order to implement the spirit of the national medium - and long-term plan for the development of the hydrogen energy industry and the implementation plan for carbon peaking in the industrial field, from the second half of 2022, we began to study and prepare the development plan of the hydrogen energy industry, centering on the layout of Karamay's main diversified industries, and according to the three-year action plan for the development of the hydrogen energy industry issued by the autonomous region. That is, the hydrogen energy industry strong base project +3 hydrogen energy demonstration application projects + hydrogen energy supporting support projects.

In order to ensure and promote the development of Karamay's hydrogen energy industry, the action plan also formulated corresponding safeguard measures, and decomposed and arranged the list of key tasks for the hydrogen energy industry.
