With the increasing global awareness of environmental protection, the new energy storage industry has gradually become the focus of the global energy industry. On July 19, 2023, the Jiangsu Provincial Development and Reform Commission issued the "Implementation Plan for the Development of New Energy Storage Projects in Coastal Areas (2023-2027)". The overall goal of the plan is clear. By 2025, the cumulative operational scale of new energy storage projects in coastal areas aims to reach around 2.5 million kilowatts, ensuring the addition of 5 million kilowatts of offshore wind power and 5 million kilowatts of offshore photovoltaic grid connected consumption in coastal areas.

By 2027, the cumulative operation scale of new energy storage projects in coastal areas will strive to reach about 3.5 million kilowatts, ensuring the grid connection and consumption of two 10 million Kilopower offshore wind power and photovoltaic bases in coastal areas.

We will focus on the planning and layout of 19 large-scale new energy storage projects in coastal areas, with a total scale of 3.49 million kilowatts, including 10 in Yancheng with a total of 1.81 million kilowatts, 6 in Nantong with a total of 1.08 million kilowatts, and 3 in Lianyungang with a total of 600000 kilowatts. We will promote the scientific layout of new energy storage and create a demonstration zone for the diversified application of coastal new energy and energy storage. The specific project list is as follows:

At the same time, the plan also proposes to promote the large-scale development of lithium-ion battery energy storage with mature technology, actively support the pilot demonstration of innovative technologies such as compressed air, Flow battery, thermal energy storage, gravity energy storage, Flywheel energy storage, hydrogen energy storage, and promote the diversified development of new Energy storage, in combination with the actual needs of the coastal new power system for the new Energy storage route. Explore the development of new energy storage projects in conjunction with nuclear power peak shaving and frequency regulation, as well as multi scenario applications, and explore the construction of new energy storage projects using existing sites and transmission and transformation facilities of retired thermal power units.
