On July 27, 2023, Qingdao Water Administration Bureau held a press conference and announced the "Qingdao Modern Water Network Construction Plan". The main content of the planning can be summarized in four sentences: aiming at three major positioning in vision, building three major layout in space, improving four capabilities in function, and building six major networks in system. In order to ensure and support the implementation of the plan, 311 key projects with a total investment of 143.6 billion yuan are planned to be implemented, including the promotion of Guanlu Reservoir and water transmission and distribution projects, the implementation of the lower reaches of the Dagu River, the control of flood control and drainage of the Xiaogu River, the comprehensive management of the ecological environment of the Li Cun River (Zhang Cun River) basin, and the management of 20 small and medium-sized rivers.

According to reports, the "Qingdao modern water network construction Plan" aims to comprehensively improve the ability of water security, connect with the national and provincial water networks, and connect with Qingdao's territorial spatial planning. Centering on the creation of six cities, it plans to build a modern water network with complete system, safe and reliable, intensive and efficient, green and intelligent, smooth circulation and orderly regulation, and systematically proposes an overall solution to the problem of new and old water. Draw a new blueprint for Qingdao's water development in the next 15-30 years.

First of all, Qingdao aims to create a municipal demonstration zone of modern water network in Shandong Province, by 2025, Shandong Province should basically complete the construction of the national provincial water network pilot zone, Qingdao as the province's leading city, will increase the implementation of planning, and actively create a municipal demonstration zone of modern water network in Shandong province. Secondly, it aims to build the Qilu model pilot area for rural revitalization of water conservancy protection. Finally, it aims to build an important practice area of water beauty industry and water living economy.

According to the three vision positioning, the overall goal of the plan is: By 2035, the flood prevention and disaster reduction network, water supply security network, urban and rural drainage network has been fully completed, flood and drought disaster prevention capacity has been comprehensively improved, and the capacity of water resources allocation and urban and rural water supply security has been significantly enhanced. The river and lake ecological network, water cultural landscape network, and smart water water network have been basically completed, and the river and lake ecological protection and management capacity has been significantly improved, and the intelligent level of the water network has been further improved, and the water beauty industry has effectively promoted high-quality economic and social development.
