The desert oil kingdom of Saudi Arabia borders the Red Sea in the west, and unlike the rest of the country, it enjoys a pleasant autumn and winter climate and a rich and diverse Marine ecosystem. Under the framework of China's Belt and Road Initiative and Saudi Arabia's Vision 2030, a green and low-carbon new city free from oil dependence is rising in western Saudi Arabia, and Chinese companies will fully undertake public infrastructure projects for this future city.

NEOM New City, located in northwestern Saudi Arabia, is scheduled to be initially completed in 2040 and will be an artificial intelligence city.
