Against the backdrop of the "dual carbon" goal, China's energy structure transformation and large-scale development of new energy are imperative. On October 10, 2023, Inner Mongolia Power Investment Energy Co., Ltd. issued a notice on the approval of the project to jointly develop the new energy base in the northeast of Ulanbuhe Desert with Mengneng Group. Power Investment Energy and Inner Mongolia Energy Group plan to cooperate in the development of the new energy base in the northeast of Ulanbuhe Desert. At present, the new energy base in the northeast of Ulanbuhe Desert has obtained approval from the National Development and Reform Commission and the National Energy Administration.

The planned total capacity of this new energy project will reach 12 million kilowatts, including 3.5 million kilowatts of wind power and 8.5 million kilowatts of photovoltaic power generation. In addition, supporting capacity expansion, renovation, and upgrading will be carried out at the original site of the surrounding power plants, increasing the coal power capacity by 4 million kilowatts as a supporting power source. At the same time, it is also planned to coordinate the construction of flexible resources such as new energy storage and solar thermal power generation.
