On December 15, 2023, the People's Government of Suihua City, Heilongjiang Province issued a notice on accelerating the development of key industries in various counties (cities, districts) and Suihua Economic Development Zone.

The Opinion points out that relying on the abundant new energy resources such as wind energy, solar energy, and straw within the county, we will actively introduce projects such as wind power development, photovoltaic power generation, water wind power, biomass cogeneration, and comprehensive utilization of straw. We will focus on promoting energy infrastructure projects such as 220 kV substations, Xinjiang TBEA's first and second phases of 100000 kW wind power generation, 500 kV substation energy base transmission projects, photovoltaic power generation, wind power generation, biomass cogeneration, and the Mingshui Helen Suiling gas pipeline. Following the overall strategy of exchanging resources for industries, we will develop and layout the new energy equipment manufacturing industry, promote the accelerated construction of projects such as TBEA inverter SVG equipment manufacturing and shared energy storage power stations, and strive to put them into operation and achieve results as soon as possible.

Based on local resource advantages, actively responding to the national "dual carbon" strategy call, seizing new opportunities for the development of the new energy industry, accelerating the cultivation of new energy industry clusters mainly composed of photovoltaic, wind power, biomass cogeneration, etc. On the basis of the current installed capacity of 400000 kilowatts of grid connected and under construction new energy projects, increasing investment attraction, continuously expanding the industrial scale, and striving to build a "million kilowatt level" renewable energy base.

Based on the advantages of abundant renewable resources such as wind energy, solar energy, and biomass energy, as well as the convenient and abundant natural gas supply conditions passing through the China Russia East Line, and on the basis of vigorously cultivating and strengthening enterprises such as CGN, China Electric Power Construction, Guangming Photovoltaic, Changqing Energy, and Kunlun Gas and Power, we will focus on planning and constructing a number of key projects in the areas of wind power, photovoltaic power generation, biomass energy, and comprehensive utilization of natural gas.
