The Jiading-Xihai Highway is an important part of the National Highway Network Plan (2013-2030) of the Jiaonan-Haiyan Highway of China Road 341, connecting Xihai, Datong, Huzhu and other central cities in northeast Qinghai Province and south of Qilian Mountain. It is an important supplement to the Beijing-Tibet Expressway in the national expressway network, and is of great significance for building the main skeleton of the national highway, accelerating the construction of the road network in the Lanxi Economic Zone, and promoting the development of the national key economic zone.

The total length of Jiading-Xihai Highway is 216.698 kilometers. The construction period is 4 years and the operation period is 30 years. The government and social capital cooperation PPP model is adopted. The Jinyintan Tunnel is 4870 meters in length and has a two-way separation design. The mountain area has steep mountain slopes, broken rock masses, bad geological outbursts, poor climatic conditions, and complicated hydrological conditions. .

The construction of the Jiading-Xihai Highway is an important part of the national strategy of the “Belt and Road” initiative.
