On July 13, 2020, the Urumqi Municipal Transportation Bureau issued an announcement that the government and social capital cooperation PPP project of the Urumqi Ring Expressway West Line Project will be tendered, with a total investment of 16.14081 million yuan.

The main line of the project runs from Xiaocaohu to Urumqi West Hub of Urumqi Expressway, connects Urumqi Roundabout Expressway East Line, crosses west to Xishan and G216 Lines, goes west along Xishan Farm to the north, crosses Xishan and crosses Toutuntun Route along the west bank of the river, pass the Sangong Town, cross the Toutun River along the east bank of the river, and continue to the north. After crossing the Lanxin Railway and the Wukui Expressway, route along the east bank of the Toutun River to the south side of Qinggeda Lake. After the railway crosses, it stops at the northeast hub of Mi and connects it to the section from Dahuangshan to Urumqi of the Beijing-Xinjiang Expressway.

The main line of the project is 92.027 kilometers long. It is constructed with a two-way eight-lane expressway standard. The design speed is 100 kilometers per hour. The width of the subgrade is 41 meters. The main line (including the main line cross-separated interchange and the interchange main bridge) has a total of 5739.6 meters/4 major bridges. Seats, 11129.6 meters/29 bridges, 2164.2m/33 middle bridges, 1301 meters/10 bridges on the branch line (including 1 reinforced concrete frame bridge on the main line of the Wuzhun railway), 28 channels and 78 culverts . The total length of the main line bridge is 19033.4 meters, accounting for 20.68% of the total length of the route. Set up 2 long tunnels, 2645m/1 Xishan Tunnel (counted by four holes), Wuyi Farm Tunnel (counted by double holes) 2200m/1, and 15 interchanges (including the intersection of Liugong Town and the amount of construction is not Included in this project), including 6 hub interchanges (including the interconnection of Liugong Town, the engineering volume is not counted in this project), 2 service areas, 2 maintenance work areas, 6.64 km/3 interconnection connecting lines, and 11 ramp toll stations Division, 1 management sub-center, to simultaneously build the necessary traffic engineering and facilities along the route. Newly-built bridges and culverts are designed to purchase automobile load grades and purchase highways-Grade I. The cooperation period is 33 years, including a construction period of 3 years and a franchise period of 30 years.
