According to reports, the Henan Provincial Party Committee and the Provincial Government launched the top ten water conservancy projects in 2018. In 2020, Henan Province will plan a total of 837 Sishui Tongzhi projects with a total investment of 351 billion yuan. The planned investment this year is 93.6 billion yuan. Among them, the total investment of the ten major water conservancy projects is 35 billion yuan, and the investment this year is 11.3 billion yuan. In the first half of 2020, all the top ten water conservancy projects under construction in Henan Province resumed work at the end of February, and all other projects under construction resumed work in early March, which were affirmed by the Ministry of Water Resources.

The person in charge of the Henan Provincial Department of Water Resources stated that the four water Tongzhi projects in all parts of Henan Province will start construction before the end of 2020 to ensure that the investment is not less than 90 billion yuan.

As of the end of July, in 2020, the state had allocated 16.957 billion yuan of water conservancy projects and water conservancy development funds within the central budget of Henan Province, and completed an investment of 6.337 billion yuan, with a completion rate of 45.5%, which was 9.3 percentage points higher than the same period in 2019. At the same time, the full scale investment in water conservancy in Henan Province in the first half of 2020 reached 32.735 billion yuan, ranking third in the country.
