On September 28, 2020, China South-to-North Water Diversion Group Co., Ltd. was registered and established. According to the National Enterprise Credit Information Publicity System, the company is a limited liability company (wholly state-owned) with a registered capital of 150 billion yuan, and the State Council is the sole shareholder of the company. Industry and commerce information shows that Jiang Xuguang is the chairman of the China South-to-North Water Diversion Group. He was previously the Deputy Minister of Water Resources and a member of the Party Leadership Group.

Jiang Xuguang was born in October 1960 in Yongcheng, Henan. He studied philosophy in the Department of Philosophy of Wuhan University. After graduating in 1982, he joined the Propaganda Department of the Yellow River Conservancy Commission and has been working in the water conservancy system ever since. After 2000, Jiang Xuguang served as the president and party secretary of the China Water Resources News, the full-time deputy secretary of the party committee of the agencies directly under the Ministry of Water Resources, and the director of the Comprehensive Department of the South-to-North Water Transfer Office of the State Council. In July 2010, he served as deputy director and member of the Party Leadership Group of the South-to-North Water Transfer Office of the State Council.

In March 2018, during the reform of the party and state institutions, the State Council South-to-North Water Diversion Project Construction Committee and its office were merged into the Ministry of Water Resources. Jiang Xuguang served as the Deputy Minister of the Ministry of Water Resources and a member of the Party Group, responsible for water conservancy project construction, Three Gorges Project management, and South-to-North Water Diversion. .

According to industry and commerce information, the business scope of China South-to-North Water Diversion Group includes: water transfer project development, construction and operation; water ecological protection; water pollution control; water production and supply; project investment; power production; engineering technology research, technical consultation, planning and design management Project management; general contracting of the project; comprehensive development of land along the line; mining of mineral resources along the line (limited to out-of-town operations); R&D and manufacturing of engineering machinery and equipment; development and construction of park projects; development of water culture and tourism resources; water transportation; greening management; Software development; information system integration services, operation and maintenance services; contracting foreign water conservancy and hydropower projects; goods import and export, technology import and export, agent import and export; engineering design.

North Water Transfer Project

The South-to-North Water Diversion Project mainly solves the problem of water shortage in northern China, especially in the Huanghuaihai Basin. There are three water diversion routes in the east, middle and west. Three water transfer lines are interconnected with the Yangtze River, Huai River, Yellow River and Haihe River, forming the overall pattern of "four horizontal and three vertical, north-south deployment, and east-west mutual benefit" of water resources in the central region of my country.

On November 15, 2013, the first phase of the Eastern Route was officially put into operation; on December 12, 2014, the first phase of the Midline Project was officially put into operation. Currently, the West Line project is still in the planning stage.

As of June 3, 2020, the first phase of the mid-line project has safely transported water for 2,000 days, and has transported 30 billion cubic meters of water to the north, which has benefited 60 million people along the line. Among them, the safety factor of water supply in Beijing's central urban area was raised from 1 to 1.2, and the shallow groundwater level in Hebei Province increased from 0.48 meters per year before treatment to 0.74 meters.

On November 18, 2019, Premier Li Keqiang presided over a working meeting on the follow-up project of the South-to-North Water Diversion Project to study and deploy follow-up projects and water conservancy construction. Li Keqiang said: “We must follow the overall plan of the South-to-North Water Diversion Project, improve the implementation plan, pay close attention to the preliminary work, and promptly advance the construction of the east and mid-line follow-up projects.
