On October 28, 2020, Rogozin, General Manager of the Russian National Aerospace Corporation, attended the Eurasian Economic Union Integration and Advanced Development Strategy Business Forum that day, said that the total investment in the Bayterek Rocket Launch Complex project jointly built by Russia and Kazakhstan About 1 billion U.S. dollars.

Luo said that Russia and Kazakhstan plan to jointly modernize the launch facilities of the "Zenith" series of carrier rockets at the Baikonur Cosmodrome. Kazakhstan will serve as an investor in ground infrastructure. The two parties plan to sign an agreement in November to start the project site inspection and construction work. Currently, the Russian "Progress" Space Rocket Center in Samara is developing the "Soyuz-5" medium-sized launch vehicle, which will be used in the Bayterek Space Launch Complex project in the future.

In 2018, Russia and Kazakhstan signed a supplementary protocol to the "Agreement on the Construction of the Bayterek Complex at the Baikonur Cosmodrome". Russia handed over the launch facility of the "Zenith-M" carrier rocket to Kazakhstan, and the Kazakhstan side will modernize it.
