On October 28, 2020, the "Public Participation Announcement on Social Stability Risk Assessment for the Recent Construction and Adjustment of Fujian Intercity Railway" was released on the websites of the development and reform commissions of cities along the route, and it is planned to adjust the construction plan of Fujian Intercity Railway.

The adjustment includes 3 lines, namely Putian-Changle Airport Intercity Railway (Line F2), Ningde-Changle Airport Intercity Railway (Line F3), Quanzhou-Xiamen-Zhangzhou (Line R1), totaling approximately 252.2km.

At present, there are 4 intercity railways planned in Fujian, namely F1, F2, F3 and R1. Construction of F1 has started this year. This adjustment plan is mainly F2, F3 and R1, a total of 3 intercity railways. The cities involved are Fuzhou, Putian, Quanzhou, Xiamen and Zhangzhou. construction plan:

Quanzhou-Xiamen-Zhangzhou (Line R1): The line starts at the newly built Quangang Station on the west side of the Fuxia High-speed Railway Quangang Station, enters the main urban area of Quanzhou via Hui'an and Dongyuan Towns, and then passes through Jinjiang Airport to Nan'an, and crosses Weitou Bay to Xiamen After exiting the new airport, Gaoqi Station will be set up via Xiamen Island. After entering Zhangzhou, it will enter the main urban area of Zhangzhou via Jiaomei, Zini, and Longhai, and it will end at Jingcheng Town, Nanjing County.

The total length is 206km, with 29 stations, the average distance between stations is 7.36km, of which the largest distance between stations is 16.4km (Xiang'an Airport to Xiamen East), and the smallest distance between stations is 2.4km (administrative center to People's Square). The section from Quanzhou East Railway Station to Zhangzhou West Lake will be constructed in the near future, with a line length of 167.1 kilometers, and a 25 kilometers connecting line with Fuxia Railway (12 kilometers for Zhangzhou connecting line and 13 kilometers for Jinjiang connecting line).

Putian-Changle Airport Intercity Railway (Line F2): Newly build the section from Changle Airport to Fuqing Station. After the line leads from Changle Airport Station, it turns to the southwest along S201, Zezhu Expressway and other roads, passing through Zhanggang, Binhai West, Changle East Station, Nanling Town to Fuqing Station. The planned line is about 49.0km in length, with 6 stations including Changle Airport Station, Zhanggang Station, Binhai West Station, Changle East Station, Xiangfeng Station and Fuqing Station. The average distance between stations is 9.8km. At the same time, a connecting line between Lianhua Station of Fuping Railway and Binhai West Station of Line F2 will be set up, with an upstream connecting line of 2.9km and a downstream connecting line of 3.1km.

Ningde-Changle Airport Intercity Railway (Line F3): Newly build the section from Changle Airport to Lianjiang Station. The line leads from the north end of Changle Airport Station. The airport section is laid underground, and then along Jingang Road, parallel to the airport expressway second passage to the northwest. Jingwenling Town, Tantou Town, and the Langqi Bridge of S201 cross the mouth of the Minjiang River, and then go north along the west side of Langqi Island, and then lead to Lianjiang Station via Guantou. The planned line is 36.1km in length, with 6 stations including Changle Airport, Jinfeng, Tantou, Langqi, Guantou and Lianjiang, with an average distance of 7.2km.

After this adjustment, the originally planned Zhangzhou-Gangwei-Xiamen and Wuyishan-Jianyang intercity railway were temporarily shelved; the length of the Xia-Zhangquan line was reduced from the originally planned 187 kilometers to 167 kilometers; Fupuning was reduced from 252 kilometers To 143 kilometers, F1 is 58 kilometers, F2 is 49 kilometers, and F3 is 36 kilometers.

At the same time, making full use of the existing lines, the intercity railway will be interconnected with the Fuxia Railway and Fuping Railway to increase the utilization rate of the original railway lines.

After these projects are completed, they will further accelerate the development of new urbanization, improve the regional comprehensive transportation network, meet the needs of inter-city passenger flow, and support the construction of the economic zone on the west side of the Straits in Fujian Province.
