On November 17, 2020, the five major power generation groups collectively appeared at the Sichuan Province and the Central Enterprise Cooperation and Development Forum and Project Signing Ceremony.

They are:

Deng Jianling, General Manager of China Huaneng Group Corporation

Kou Wei, General Manager of China Datang Corporation

Wen Shugang, Chairman of China Huadian Corporation

Liu Guoyue, General Manager of National Energy Investment Corporation

Jiang Yi, General Manager of State Power Investment Corporation

As early as 30 years ago, Huaneng Group began to enter the Minjiang River, Jialing River and other basins to develop hydropower in 1990, opening the prelude to the five major power generation groups entering Sichuan.

In the past 30 years, the five major power generation groups have continued to develop their layout in Sichuan. What new actions will there be in this collective entry into Sichuan?

Why did they all enter Sichuan?

The history of the five major power generation groups in Sichuan is a wonderful history of competition for hydropower resources. Sichuan is rich in hydropower resources, with three well-known hydropower bases on the Jinsha River, Yalong River, and Dadu River. At the end of 2000, the installed hydropower capacity exceeded 10 million kilowatts, making it the largest hydropower province in the country.

With such good resources, power generation giants are eager to deploy "heavy troops" in Sichuan.

In 1990, Huaneng Group took the lead in entering Sichuan and began to develop medium-sized hydropower in the "Three Rivers and Two Rivers" (Jialing River, Minjiang River, Fujiang River, Baoxing River, and Wasi River) basins.

In 2000, the horn of Western Development was sounded. The hydropower investment field introduced a competitive mechanism, diversified investment entities, cascaded development basins, and modern enterprise management system innovations further accelerated the development and construction of Sichuan hydropower.

In November 2000, Guodian Group (Guodian Group and Shenhua Group merged to form National Energy Group in 2017) established Guodian Dadu River Basin Hydropower Development Co., Ltd. in Sichuan, taking the Gongzui and Tongjiezi power stations that have been built on the Dadu River as " "Mother body", comprehensively develop hydropower resources in the Dadu River Basin.

In March 2003, Huadian Group Sichuan Branch was established, and its hydropower projects were concentrated in the Jinsha River Basin.

At the end of 2006, Guodian Group and Datang Group established wholly-owned subsidiaries in Sichuan almost at the same time. Guodian Sichuan Power Generation Co., Ltd. mainly owns Jintang Thermal Power Plant and small and medium-sized hydropower projects; Datang Sichuan Power Generation Co., Ltd. is mainly involved in hydropower development such as the Dadu River, Jialing River and Qingyi River.

In September 2011, Shenhua Group settled in Sichuan, and then Shenhua Sichuan Energy Co., Ltd. was established, planning to build a 1 million tons coal storage base in Jiangyou City and supporting the construction of 4×1000MW ultra-supercritical coal-fired generating units.

As the last of the five major power generation groups to enter Sichuan, in June 2012, the State Power Investment Corporation established the State Power Investment Sichuan Company, based in Sichuan radiating the southwest region. So far, all the five major power generation groups have entered Sichuan. The relevant person in charge of the Provincial Energy Bureau once said that Sichuan has first-class hydropower resources, and the gathering of first-class survey and design teams and hydropower development companies in Sichuan will promote the establishment of a first-class hydropower energy base in the country.

This is indeed the case. As of the end of 2019, Sichuan's hydropower installed capacity and power generation both ranked first in the country.

Which one of the new layouts is big?

In the new era, the development of the western region will form a new pattern. Under this background, what new layout will the five major power generation groups enter Sichuan?

"We always regard Sichuan as an important place for development strategy." Deng Jianling, general manager of Huaneng Group, brought good news about capital increase. According to him, during the "14th Five-Year Plan" period, Huaneng Group will invest 100 billion yuan in Sichuan, which is expected to create There are 1 million jobs, which will drive the upstream equipment industry to about 40 billion yuan and drive GDP about 200 billion yuan. Among them, the Dadu River Hardliangbao Hydropower Station will be built, the Fujiang Tielongbao Hydropower Station will be built, and the development of the "three prefectures and one city" (Ganzi Prefecture, Aba Prefecture, Liangshan Prefecture, Panzhihua City) new energy base project will be accelerated.

Liu Guoyue, general manager of National Energy Group, brought a new contracted project. During the state-owned enterprise Sichuan trip, Guodian Dadu River Basin Hydropower Development Co., Ltd. under the National Energy Group signed an enterprise-land cooperation agreement with the People's Government of Leshan City, and will invest 10.5 billion yuan to cooperate in the construction of Dadu River Pillow Dam II and Shaping I hydropower stations.

Compared with the past, the five major power generation groups in Sichuan are not limited to power development, but continue to extend the industrial chain and actively expand the power upstream and downstream industries.

The State Power Investment Group, which entered Sichuan at the latest, made the biggest move this time. According to Jiang Yi, general manager of the State Power Investment Corporation, they will focus on the Tianfu New Area to develop new businesses and new formats such as electric energy substitution and comprehensive energy development.

According to the signing agreement, the regional headquarters project of the State Power Investment Corporation with an investment of 10 billion yuan will land in Tianfu New District. At the same time, the State Power Investment Corporation set up a new branch in Sichuan: The State Power Investment Corporation Southwest Energy Research Institute Co., Ltd. was officially unveiled at the site. As a think tank for energy research in Sichuan Province, the Institute will undertake policy planning consultation and strategic research in the southwest region. "Politics, industry, university, research and application" integrated research platform.

State Power Investment Group also signed strategic cooperation agreements with Yibin Wuliangye Group and Sichuan Investment Group.

Huaneng Group, the first to enter Sichuan, is also expanding its business scope. During the "14th Five-Year Plan" period, it will develop integrated energy services such as incremental power grids, cogeneration, oil and gas supply and marketing in Sichuan, and accelerate the cultivation of new growth points; at the same time, it will build the first in the western region Demonstration project of large-scale water electrolysis hydrogen production.
