The sections of the Beijing-Shanghai Expressway from Xinyi to Huai'an and from Huai'an to Jiangdu run through the central hinterland of northern Jiangsu and central Jiangsu, and are the main roads of north-south traffic in Jiangsu Province. The technical standards of existing highways have obviously not been able to meet the needs of their functional status. Therefore, the plan of expanding the Beijing-Shanghai highway is clearly proposed in the highway network planning. The sections of Beijing-Shanghai Expressway from Xinyi to Huai’an and Huai’an to Jiangdu are currently constructed in accordance with the "Technical Standards for Highway Engineering" (JTJ-88) Zhongping micro-area expressway standards issued by the Ministry, adopting two-way four-lane, design speed 120km/h, and roadbed 28m wide. It starts at Xinyi City, Xuzhou, at the junction of Sulu in the north, and ends at Jiangdu District, Yangzhou, in the south. It is connected to the Shanghai-Shaanxi Expressway and has a total length of 259.6km. Water County, Development Zone, Huai'an District, Baoying County, Gaoyou City and Jiangdu District in Yangzhou. Currently, there are 15 general interoperability, 5 hub intercommunications, and 6 service areas. The Xinyi-Huai'an and Huaian-Jiangdu sections of the Beijing-Shanghai Expressway will be expanded into an eight-lane expressway with an expansion plan based on double-sided width expansion and partial separation as a supplement. The expansion mileage is about 259.6km and the width of the roadbed 42m.

In the JHK-SQ21 bid section, China Communications First Public Bureau Fifth Engineering Co., Ltd. won the bid price of 632 million. The JHK-SQ22 bid section Huachen Road and Bridge Construction Co., Ltd. won the bid price of 633 million. JHK-HA21 bid section Jiangsu Provincial Transportation Engineering Group Co., Ltd. won the bid price of 874 million. The JHK-HA22 bid section Nanjing Traffic Engineering Co., Ltd. won the bid price of 706 million. Wuxi Transportation Construction Engineering Group Co., Ltd. won the bid for 691.6 million yuan in the JHK-YZ21 bid section. JHK-YZ22 bid section Jiangsu Jetta Transportation Engineering Group Co., Ltd. won the bid price of 690 million. JHK-YZ23 bid section Xuzhou Highway Engineering Corporation won the bid price 604 million
