On February 25, 2021, Chongqing Public Resources Trading Center issued an announcement of winning the bid for the construction of the first phase of Chongqing Rail Transit Line 24, and the China Railway Construction Consortium won the project for 6.7 billion yuan.

The first phase of Chongqing Rail Transit Line 24 starts at Lujiao North Station in Banan District, passes through Chongqing East Station and Yinglong, and ends at Guangyang Bay Station in Nan'an District. The line has a total length of 18.9km, with 12 stations, all of which are underground stations, with an average distance of 1.72km. Among them, 3 transfer stations are connected to the extension of Chongqing East Station of Line 6, Line 8, Line 20, and Line 27. The line forms a transfer. The first phase is all laid underground, and the stations are all underground. This project uses 6 As vehicles in a marshalling, with a design speed of 100km/h.

The first phase of Line 24 has a Lujiao depot and two main substations, namely Lujiao Main Substation (newly built, shared with Line 20) and Guangyang Bay Main Substation (newly built, and No. 20 Line sharing); the control center is located at the control center of Hongfan Road. The planned construction period is 1460 days.
