2020 is the final year of the 13th Five-Year Plan. Although it has experienced ups and downs, China's industrial development still satisfactorily fulfilled its planned tasks. "During the '13th Five-Year Plan' period, China's industrial added value increased from 23.5 trillion yuan to 31.3 trillion yuan, becoming the world's largest manufacturing country for 11 consecutive years." At the press conference of the State Council Information Office held on March 1. Xiao Yaqing, Minister of the Ministry of Industry and Information Technology, said that during the "Thirteenth Five-Year Plan" period, China has achieved remarkable results in building a strong manufacturing country and a network power country, and all major goals and tasks have been completed on schedule.

Completion of the goal of building a strong manufacturing country

In 2020, China's industrial added value will reach 31.3 trillion yuan, and its contribution to the world's manufacturing industry will account for nearly 30%. During the "Thirteenth Five-Year Plan" period, the average growth rate of the added value of the high-tech manufacturing industry reached 10.4%, which was 4.9% higher than the average growth rate of the regulated industrial added value. The added value of the information transmission, software and information technology service industries has increased significantly, from about 1.8 trillion yuan to 3.8 trillion yuan.

The successful completion of the main goals of building China's manufacturing power and network power in the "13th Five-Year Plan" is also reflected in innovation capabilities, information infrastructure construction, informatization and industrialization integration, and industrial green and low-carbon development. From the perspective of innovation capability, from 2016 to 2019, the R&D investment of industrial enterprises above designated size increased by 27.7%. From the perspective of information infrastructure construction, by the end of 2020, the penetration rate of fixed broadband households in China has reached 96%, and the penetration rate of mobile broadband users has reached 108%. From the perspective of the integration of informatization and industrialization, by the end of 2020, the penetration rate of digital R&D and design tools in key industry backbone enterprises reached 73%, an increase of 11 percentage points from 2015. From the perspective of industrial green and low-carbon development, from 2016 to 2020, the energy consumption per unit of industrial added value of enterprises above designated size has dropped by about 16%.

industrial structural upgrade

Xiao Yaqing introduced that the upgrading of China's industrial structure during the "13th Five-Year Plan" period is mainly manifested in three aspects. The first is the acceleration of the transformation and upgrading of traditional industries. China completed the "Thirteenth Five-Year" steel industry target of 150 million tons of capacity reduction two years ahead of schedule, and has withdrawn from "zombie companies" with a total of 64.74 million tons of crude steel production capacity. A total of 2,121 green factories, 171 green industrial parks, and 189 green supply chain enterprises have been built, and a green manufacturing system has taken shape.

The second is the accelerated development of strategic emerging industries, and new breakthroughs have been continuously made in frontier fields. The production and sales volume of new energy vehicles has ranked first in the world for 6 consecutive years. In 2020, the added value of high-tech manufacturing and equipment manufacturing will account for 15.1% and 33.7% of the planned industrial added value, respectively, becoming an important force leading and driving the optimization and upgrading of the industrial structure.

The third is that industrial innovation capabilities have been significantly enhanced, and major breakthroughs have been made in a number of key technologies and products. During the "13th Five-Year Plan" period, China has built 17 national manufacturing innovation centers. The technical level of aerospace equipment has been greatly improved, the deep sea marine engineering equipment and high-tech ships have developed rapidly, and the number of patents in important fields of artificial intelligence such as face recognition is in the world's first echelon.

In addition, China's 5G commercialization has taken solid steps. By the end of 2020, a total of 718,000 5G base stations have been opened, and the number of 5G mobile phone terminal connections has exceeded 200 million. The average mobile Internet access traffic of 5G users in China is about 50% higher than that of 4G users, and the unit price has dropped by 46% in the past two years.

During the 13th Five-Year Plan period, 5G network construction accelerated, and China built the world's largest 5G network. Here, China has also built the world's largest optical fiber and 4G network, with gigabit optical fiber covering more than 100 million households. Through the in-depth promotion of universal telecommunications services, the proportion of 4G and optical fiber in administrative villages has exceeded 99.9%.
