The project adopts the “POT model of BOT+ feasibility gap subsidy”, and the successful bidders of the social investors and the government jointly set up the project company. The project company is responsible for the investment, financing, construction and operation of the project. The registered capital of the project company is 500 million yuan. Among them, the government funded the representative of Xinjiang Dashixia Water Conservancy Construction Management Co., Ltd. holding 49% of the project company, Gezhouba holding 46%, Shenzhen Haoze Infrastructure Investment Partnership and other companies holding 5%. The total investment of the project is 8.997 billion yuan, of which the construction and construction cost is 5.575 billion yuan. Jian'an Engineering is implemented by Gezhouba and its subsidiaries. According to the official website of the Ministry of Water Resources, the Dashixia Water Conservancy Project is one of the 172 major water conservancy projects for water conservation and water supply identified by the State Council. The Dashixia Water Conservancy Project is located in the Aksu area of Xinjiang. The main task is to provide ecological water supply to the main stream of the Tarim River, taking into account the comprehensive functions of irrigation and flood control, and to undertake the task of peaking power in the southern Xinjiang. According to the design, the normal reservoir of the project reservoir is 1700 meters, the total storage capacity of the reservoir is 1.17 billion cubic meters, the installed capacity of the power station is 750,000 kilowatts, and the average annual power generation is 1.893 billion kWh.

According to the announcement, the Dashixia Water Conservancy Project consists mainly of dams, spillways, flood discharge and drainage holes, venting and drainage holes, and water diversion power generation systems. The main dam is a concrete face sand gravel dam. After the project is completed, it will become the world's tallest concrete slab dam with a maximum dam height of 247 meters, equivalent to building an 80-storey building on the river bottom. This will set the world's highest record for China's 233-meter high-water Buju water conservancy project completed in 2011. The concrete slab dam is a rockfill dam with a rockfill body as a supporting structure and a concrete slab on its upstream surface as a seepage prevention structure.
