The plan aims to realize His Highness’s vision to make Dubai the city with the best quality of life in the world, while providing the highest standards of urban infrastructure and facilities.
His Highness Sheikh Mohamed bin Rashid Al Maktoum stated that the late Sheikh Rashid bin Said Al Maktoum continued to guide Dubai in the 1960s Transform into a city with the greatest human values and possibilities, promoting and an environment where people from all over the world can thrive.

This is the seventh time to make such a plan
This new master plan is the seventh time that the UAE has developed such a plan since 1960. From 1960 to 2020, the population of Dubai has increased from 40,000 in 1960 to 3.3 million at the end of 2020, an 80-fold increase, and cultural diversity has increased, including people from more than 200 countries. During the same period, the city and construction area of the emirate increased 170 times from 3.2 square kilometers.
The plan envisages upgrading the urban areas of Dubai, with development mainly concentrated in five key centers. Some key priorities include improving resource efficiency, developing vibrant, healthy and inclusive communities, doubling green spaces and recreational areas and parks, and providing a healthy environment for residents and visitors.
The new master plan also seeks to provide sustainable and flexible travel modes, promote greater economic activity, and attract foreign investment into new areas. Other goals include enhancing environmental sustainability, protecting the emirate’s cultural and urban heritage, and developing comprehensive legislation and planning governance models.
His Highness attended a briefing from the Chairman of the Dubai Urban Planning 2040 High Commission, the Director-General of the Road and Transport Authority (RTA) and the Chairman of the Executive Board. The briefing covers the final deliverables of the plan, which is consistent with His Royal Highness's vision to develop Dubai into the world's best urban residence and Dubai's eight principles. The urban master plan has designed a strategic structural layout for Dubai in the next 20 years, and incorporated all urban development master plans into the emirate. The plan also aligns with Dubai’s strategic economic priorities and future needs.
The focus of the Dubai City Master Plan is the development and investment in five major urban centers (three existing centers and two new centers) that support the growth of the economic sector and provide more employment opportunities for its diverse population In addition, it also provides a variety of lifestyle facilities to meet the needs of all aspects of the population.
Existing urban centers include Deira and Bur Dubai, these two historical areas highlight the traditions and heritage of the emirate; the city’s commercial and financial centers, including the downtown area and Business Bay, and the Dubai Marina and JBR. The reception and leisure center is an international tourism and leisure center. The two new centers include the Expo 2020 Center, which is an economic and growth hotspot that provides affordable housing and is the focal point of the exhibition, tourism and logistics sectors; Dubai Silicon Oasis Centre (Dubai Silicon Oasis Centre) It is a science, technology and knowledge center that promotes innovation, digital economy development and talent training.
The new master plan defines an integrated approach to the development of the city center by providing fair facilities, services and opportunities for all residents.
The number will increase to 5.8 million in 2040
According to the level of urbanization, the master plan defines the hierarchical structure of the communities in the city. The largest of these emirates consists of five main "towns" built around five major urban centers (populations between 1 and 1.5 million people), followed by multiple sectors with populations between 300,000 and 400,000. Departments with populations between 70,000 and 125,000; areas with populations between 20,000 and 30,000; communities with populations from 6,000 to 12,000, and finally communities with populations between 2,000 and 4,000. Based on these levels, infrastructure and transportation systems, energy and government services, and facilities such as hospitals, schools, service centers, and leisure centers will be provided throughout Dubai.
According to the latest research, the number of Dubai residents is expected to increase from 3.3 million in 2020 to 5.8 million in 2040, and the daytime population will increase from 4.5 million in 2020 to 7.8 million in 2040. Use the available space within the existing urban area and focus on the development of the existing urban area. Dubai will establish an easy-to-access comprehensive service center to ensure that the needs of all segments of the population are met. The plan aims to improve the quality of life in the city while increasing the population density around the main bus station.
According to the plan, the area of green and recreational spaces and areas dedicated to the park will be doubled to serve more and more residents and tourists. Nature reserves and rural natural areas will account for 60% of the total area of the emirate. It will coordinate with developers and government agencies to establish several green corridors to connect service areas, residential areas and workplaces, and promote sustainable travel for pedestrians, bicycles and the entire city. The area of land used for hotels and tourism activities will increase by 134%, while the area of land used for commercial activities will increase to 168 square kilometers. Dubai will continue to be a global hub for innovative start-ups, international companies and strategic investments.
In conjunction with its "City Master Plan 2040", Dubai will enact a comprehensive and flexible urban planning law to support the future aspirations of the emirate's diverse population to support sustainable development and growth. The master plan is characterized by the comprehensive governance model of the urban planning system, which simplifies the relationship and responsibilities between all stakeholders.
The new plan will improve development efficiency and promote the best use of infrastructure by developing idle urban space. The purpose of the master plan is to encourage the development of public transportation, walking, biking, and the use of flexible transportation. The "Dubai City Master Plan 2040" integrates the "Hada Development Plan", which creates a framework for the comprehensive development of the area.
