According to the approval, the main construction content of the second phase of the project consists of three parts: Huangchigou Water Distribution Hub, South Main Line Project, and North Main Line Project. Among them, the Huangchigou water distribution hub includes buildings such as water diversion tanks, flood discharge facilities, and Heihe connection tunnels; the south trunk line project consists of tunnels, inverted siphons, aqueducts, box culverts, and water distribution facilities, with a design flow of 47 cubic meters per second; The North Trunk Line project consists of tunnels, pressure pipes, inverted siphons, pipe bridges and water diversion facilities, with a designed flow rate of 30 cubic meters per second. The total construction period of the project is 60 months, and the total investment is 19.906 billion yuan.

The Han-to-Weihe River Diversion Project is the largest water conservancy project in Shaanxi Province and one of the 172 national water-saving and water-saving major water conservancy projects. Responsible for transporting the high-quality Hanjiang water transferred into the Guanzhong area to the four key cities of Xi'an, Xianyang, Weinan, and Yangling on both sides of the Weihe River, 11 counties (cities, districts), 1 industrial park, and 5 new cities in Xixian New District, totaling 21 An important task for the subject of water.

As the key survey and design unit of the Han-Jiwei Water Diversion Project, the First Railway Institute undertook the survey and design tasks of the 100.41-kilometer diversion project of the South Main Line, accounting for 52.9% of the total length of the second phase of the project. The scope of the project starts from the Huangchigou Water Distribution Hub in Mazhao Town, Zhouzhi County in the west, and ends at the control gate at the end of the Bahe Divide on the north side of Koujia Village, Baling Township, Baqiao District. The trunk line project consists of tunnels, inverted rainbows, aqueducts, box culverts and sub-return facilities, including: 4 tunnels with a length of 90.35 kilometers; 2 inverted rainbows with a length of 7.06 kilometers; 1 aqueduct with a length of 2.35 kilometers; 2 box culverts , 0.65 kilometers long; arrange 4 water diversion outlets at Huyi, Southwestern Suburbs, Ziwu and Bahe, and reserve the Zhouzhi Jixian water diversion and Caotang water diversion; arrange Laohe, Quyu, Fengyu, Fuhe, Luhe, 7 water receding facilities in Chanhe and Bahe.
