The project contract was signed by the Fifth Hydropower Bureau and Zhongsen International Liberia Co., Ltd. on October 10, 2019. Zhongsen International Liberia Co., Ltd. is a company officially registered in Liberia. It has a forestry development qualification certificate issued by the Forestry Development Administration (FDA). It can manage and use its forest resources in accordance with the Liberia Forestry Law. The Fifth Hydropower Bureau is responsible for road construction, timber felling and transportation. The project is located in Sinoe State, Liberia, West Africa. It has a tropical monsoon climate, divided into dry and rainy seasons. Generally, the dry season is from December to June of the following year, and the rainy season is from July to November. The annual average rainfall is 2500-4000 mm. The forest timber mining area in Sinoe State is estimated to have a developable forest area of 1,300 square kilometers, which stores economically valuable timber such as red iron wood and Dishi gutta-percha.
