On April 25, 2021, the full text of the "Fourteenth Five-Year Plan for National Economic and Social Development of Shandong Province and the Outline of Long-Term Goals for 2035" was released on the website of the Shandong Provincial People's Government.

During the "Thirteenth Five-Year Plan" period, the "four horizontal and five vertical" comprehensive transportation corridors were speeded up. The Jinan-Qingdao high-speed railway and the Lunan high-speed railway were opened to traffic. The provincial high-speed railway operated in a ring with a mileage of 2110 kilometers. The length of urban rail transit opened to traffic reached 339 kilometers, and Jinan and Qingdao entered the subway era.

During the "14th Five-Year Plan" period, the construction of a comprehensive three-dimensional transportation network will be accelerated:

1. Build an interconnected comprehensive transportation channel. Docking the national comprehensive transportation layout, coordinating transportation methods such as railways, aviation, highways, waterways, and urban rails, improving and perfecting the functions of the east-west corridors of the northern coast, Jiqing, Luzhong, and Lunan, and improving the eastern coastal, Beijing-Shanghai auxiliary, coastal and coastal areas. Beijing-Shanghai, Beijing-Kowloon and other north-south corridors are effective, creating a comprehensive transportation corridor of “four horizontal and five vertical” with integrated land and sea coordination, air-ground linkage, and sufficient capacity.

Optimize the layout of the “2+4+N” comprehensive transportation hub featuring multi-point linkage, regional drive, and interconnection, continue to improve the international service functions of Jinan and Qingdao hubs and the national service functions of Yantai, Weifang, Linyi, and Heze hubs, and cultivate a number of regions A comprehensive transportation hub to enhance the hub industry’s agglomeration and radiation capabilities.

2. Build a high-quality high-speed rail transit network. With the goal of "high-speed rail links between cities and cities", we will promote the "four networks integration" of arterial railways, intercity railways, urban (suburban) railways, and urban rail transit.

Carry out the main line railway connection project, construct high-speed railway projects such as the Lunan high-speed railway, the Shandong section of the Beijing-Shanghai high-speed railway auxiliary passage, and the Shandong section of the Xiongshang high-speed railway to open up the aorta of the passage.

Improve the freight railway network, tap the potential of the existing freight railway transportation capacity, speed up the construction of the Dalailong capacity expansion and renovation project, remove the bottleneck sections of the access network, improve the port-type and park-type branch railways, and open up the "last mile" of railway transportation.

Study and formulate a new round of intercity railway construction plans for the Shandong Peninsula urban agglomeration, rationally lay out intercity railway lines and stations, give full play to the potential of existing railways, and promote the operation of urban (suburban) trains in cities such as Jinan and Qingdao.

Advance the implementation of Jinan and Qingdao urban rail transit planning and construction projects in an orderly manner. By 2025, the operating mileage of high-speed railways will reach 4,400 kilometers. Editor/He Yuting
