The "Plan" begins by reviewing the development of new energy in Shandong during the 13th Five-Year Plan. During the 13th Five-Year Plan, the proportion of clean energy power generation in Shandong has increased from 6% to 15%. Xintai, Jining coal mining subsidence area photovoltaic leader base and other projects have completed power generation, renewable energy installed capacity reached 45.41GW, accounting for 29% of the province's installed capacity. Among them, photovoltaic and biomass installed capacity rank first in the country. 1.77GW of photovoltaic poverty alleviation power stations were completed, benefiting 326,000 poor households.

Then, the "Plan" introduced the main goals of new energy development in the "14th Five-Year Plan". The first is the total target. The total energy consumption is controlled at about 454 million tons of standard coal, and the coal consumption is controlled at about 350 million tons. The second is the structural goal. The proportion of coal consumption will drop to less than 60%, and the proportion of non-fossil energy consumption will increase to about 13%. The third is the efficiency target, to complete the energy consumption reduction target per unit of regional GDP assigned by the state. The fourth is the ecological goal, to achieve the goal of reducing carbon dioxide emissions per unit of GDP assigned by the state. Fifth, the goal of people's livelihood is to reach about 500 kilograms of standard coal per capita per year.

Immediately afterwards, the "Plan" focused on the main tasks for energy development during the 14th Five-Year Plan.

One is to accelerate the pace of energy structure adjustment. Implement the four-increasing and two-decreasing project, focusing on the addition of renewable energy, nuclear energy, natural gas, and electricity from outside the province to build an important offshore wind power base, nuclear power base, LNG unloading base and a base for receiving electricity from outside the province; highlight coal and coal Make subtraction, eliminate geologically inefficient production capacity, and realize that the increase in energy consumption is all supplied by clean energy, and the increase in power consumption is mainly supplied by clean electricity. By 2025, the installed capacity of renewable energy power generation will reach about 85GW, of which 25GW is installed for wind power, 52GW for photovoltaic power generation, and 4GW for biomass power generation.

The second is to strengthen the ability to drive energy innovation. Deeply implement the energy innovation-driven development strategy, use scientific and technological innovation to generate new momentum, deepen reforms to stimulate new vitality, accelerate the upgrading of traditional energy industries, cultivate and expand new energy industries and new formats, and build a new pattern of energy industry development. Among them, we must focus on cultivating new industries such as hydrogen energy and energy high-end equipment manufacturing.

The third is to ensure a reliable supply of energy. It is necessary to improve the power transmission network to meet the transmission needs of coastal nuclear power bases, offshore wind power bases, and large-scale onshore wind power bases. It is necessary to strengthen the building of reserve capacity. Focusing on improving the ability to absorb clean energy, actively build a new power system with new energy as the main body. By 2025, the installed capacity of pumped storage power plants will reach 4GW, and the demand response capacity will reach more than 2% of the maximum load.

The fourth is to strengthen energy conservation and green production, strengthen the allocation of energy resources, promote green energy production, and all improve the efficiency of energy development and utilization.

The implementation content of the 14th Five-Year Energy Development Plan of Shandong Province shows that during the 14th Five-Year Plan period, new energy will continue to be a key development area for all provinces, and new energy companies in all provinces will still gain a larger market space.
