Xichang-Ningnan Expressway Project

The S71 Xichang-Ningnan Expressway is an important part of one of the 18 Chengdu radiation lines in the Sichuan expressway network planning, "Chengdu to Yunnan via Leshan", and is also an important passage from Sichuan to the south of our province. The construction of the project is of great significance for Liangshan Prefecture to achieve the overall goals of the "13th Five-Year" economic and social development and the requirements of "precise poverty alleviation". The project has been incorporated into the "Sichuan Province Expressway Network Planning (2019-2035)" and the Provincial "Opinions on Implementing Three-Year Actions for Comprehensive Transportation Construction".

The project is located in Liangshan Prefecture, with the starting point of the route at Daxing Township, Xichang City, and the Daxing hub intercommunication with Xixiang Expressway; to the south to Aliluo Village, the tunnel plan is adopted to pass through Dajingliangzi to Terguo Village and along the Terguo River Route to Tebopowu Village to set up Terguo Interchange + Service Area, and then route along Zemu River, and set up Luojishan Interchange via Jiajiagou Village of Tebu Township to Miaoziwan Village; continue to route south along Zemu River, Via Jueganshi Village, Xiaocaohe Village, Dengjiaping Village, Xinchenggong, Xiaotianba, Shijialiangzi to Qiaowo Town, set up qiaowo interconnection; continue to the south via Xiaohaoziping, Honghuadi, Zhiliuzujiao Village Puge Interchange; Continue to the south to Tanjiaying Pan and then cross the Xiluo River via Lianhe Village, Gantianba, Sujiawan, Daheba to the south side of Gongdefang Power Station, cross the Heishui River to its west bank, pass Gongdefang and upstream Set up the Songxin interchange from the village to Songxin; set up the north-south interchange through Biwo Village, Yuetang Village, and Tianjiu to Shunhe Village; pass through Zhujiahe Dam, Xiaying Dam to Chahekou and cross the Heishui River through the tunnel plan to cross the mountain, and then follow The west side of Ningnan County is routed through Dashuitang to Ziyou Village, Ningyuan Town. The project adopts two-way four-lane expressway technical standards. The design speed from the starting point to Puge County (K3+616.09～DK64+900) is 80km/h, the roadbed width is 25.5m, and the section from Puge County to the end (DK64+ 900～K109+966.710) The design speed is 100km/h, the roadbed width is 26m, and the asphalt concrete pavement.

Huili-Luquan (Sichuan Border) Expressway Project

The S81 Huili-Luquan (Sichuan border) expressway is an important part of one of the 18 Chengdu radiation lines in the Sichuan expressway network planning, "Chengdu to Yunnan via Buddhism", and it is also an important passage from Sichuan to the south of our province. The construction of the project is of great significance for promoting the economic and social development of ethnic minority areas, accelerating the process of poverty alleviation and prosperity for counties and townships along the route, promoting the development of high-quality resources with characteristics of Liangshan Prefecture, and creating an important support point and growth of Sichuan Province. The project has been incorporated into the "Sichuan Province Expressway Network Planning (2019-2035)" and the Provincial "Opinions on Implementing Three-Year Actions for Comprehensive Transportation Construction".

The project is located in Liangshan Prefecture, starting near Shijiang Bay, Jiangzhou Town, Huidong County, and connected to G4216 Yipan Expressway. The route goes southeast through Pingan Village and Xinmin Village, to Dengjia Village, sets up a tunnel to cross the big volcano, and continues east through Xiongpu Village; then the route turns to Guanyinyan to the southwest, to Pucaowan sets a tunnel to cross the Daheishan, and the route turns to the southeast through willows Then turn to the southwest near Huangjiazhuang, and set up a tunnel to cross Bailongliangzi to Xiaocun; the route continues to the southeast via Shangjin Village, to the west of Dapingdi Village, turning to the south, crossing the Jinsha River and entering the territory of Yunnan, docking with S29 Jiaopingdu to Luquan Expressway, in accordance with the preliminary provincial connection line agreement reached between the Sichuan Provincial Department of Transportation and the Yunnan Provincial Department of Transportation, the Huili-Luquan (Sichuan Border) Expressway Project is located at the provincial boundary. The Jinsha River Bridge is located on the natural provincial boundary. As the boundary, the two provinces have invested in the construction. The total length of the route is about 30.145 kilometers, and the estimated total investment is about 7.67255 billion yuan.
