On July 6, 2021, the Xuzhou Public Resources Trading Center issued an announcement on the candidates for the bid-winning project of the railway logistics center development project in Xuzhou Huaihai International Port Area. The announcement was made by China Power Construction Road and Bridge Group Co., Ltd., China Water Resources and Hydropower Third Engineering Bureau Co., Ltd. The consortium of Hydropower Fourth Engineering Bureau Co., Ltd., China Power Construction Real Estate Group Co., Ltd., and China Power Construction Group Northwest Survey, Design and Research Institute Co., Ltd. won the bid, with a total investment of approximately 13.421 billion yuan.

Project overview

Xuzhou Huaihai International Port District takes "one port and one city" as its overall goal (pioneer international port, demonstration eco-city), and has built a "one-center, dual-core, multi-group" integrated development pattern of port-industry-city. "One heart" means: business center; "dual core" means: railway logistics center area, 100 million tons Dagang area; "multiple groups" means: large customs clearance base, logistics park, trade service area, financial service area, quality residential area, characteristic small Towns, ecological sightseeing areas, etc. The railway logistics center area is the "one core" in the "dual core" of the Xuzhou Huaihai International Port Area, and an important carrier for the port area to build a large land transport logistics channel. In order to accelerate the construction of the railway logistics center and promote the development of the logistics industry in the port area, the Xuzhou Huaihai International Port Area Management Committee launched the railway logistics center development project, mainly focusing on the goals of improving the transportation in the area, improving the regional environment, building an industrial platform, and improving public supporting facilities. Carry out land acquisition and demolition, resettlement housing construction project, supporting school project, logistics park construction project, supporting infrastructure construction and ecological environment improvement project, sewage treatment plant and related supporting facilities.

Project location and scope of implementation

The railway logistics center is located in the southern part of the port area, with a planned total area of approximately 10.54km2.

The main construction content of the project includes the construction of resettlement houses, school supporting construction, infrastructure construction, comprehensive environmental improvement, sewage treatment plant and related supporting facilities, etc.

(1) Construction of resettlement houses

In order to meet the property rights resettlement needs of the demolished residents/villagers, based on the scale of residential houses in the demolished houses. According to the scale of the houses to be demolished and the principle of "demolition one compensation one", the resettlement houses will be built in a concentrated area within the region. The total area is about 206,000 square meters.

(2) Construction of matching schools

According to the area population plan and the nine-year compulsory education development requirements, the existing Sushan Elementary School and Wangxinzhuang Elementary School will be rebuilt and expanded, and the Sushan Middle School, Wangxinzhuang Middle School and the Ninth Elementary School will be newly built. among them:

① After the expansion of Sushan Primary School, it will have 36 classes on 6 tracks, with a planned land area of 80.55 mu. This time the newly built building is 16,000 square meters, and the reconstructed building is 12,000 square meters.

② After the expansion of Wangxinzhuang Primary School, it will have 48 classes on 8 tracks, with a planned land area of 77 mu. This time the newly built building is 33,000 square meters and the reconstructed building is 3547 square meters.

③Sushan Middle School is planned to have 10 tracks and 30 classes, with a planned land area of 77.48 mu and a total construction area of 30,000 square meters.

④Wangxinzhuang Middle School is planned to have 36 classes on 12 tracks, with a planned land area of 75.84 mu and a total construction area of 40,000 square meters.

⑤The Ninth Primary School is planned to have 36 classes on 6 tracks, with a planned land area of 60.65 mu and a total construction area of 27,000 square meters.

(3) Infrastructure construction project

According to the railway logistics center plan, 15 internal roads in the area will be constructed with a total length of 24.48km. The construction content includes road engineering (including bridges and culverts along the line), road lighting engineering, road greening and municipal pipeline engineering implemented simultaneously with the road.

(4) Ecological environment improvement

Focusing on the spatial layout of the ecological landscape system in the railway logistics center area, this project implements comprehensive ecological environment management for the "three corridors", namely the Yellow River, Dingwan River and Sushan River. The total length of the involved rivers is 5.5km, of which the Yellow River Section 1.8km, Dingwan River Section 2.2km, Sushan River Section 1.5km.

The ecological environment improvement plan of this project includes river dredging and ecological slope protection.

(5) Sewage treatment plant and related supporting facilities

Sewage treatment plants and related supporting facilities include industrial sewage facilities projects, urban sewage facilities projects, etc. (The specific construction content is subject to the later project approval documents).

According to the project proposal of this project, the static construction investment of the project is approximately 13.421 billion yuan, and the investment scale is subject to the approved preliminary design budget. The overall cooperation period of the project is about 6 years, of which the overall construction period does not exceed 3 years, and the operation period of each sub-project is 3 years from the date of completion and delivery to the implementation entity.
