Kazakhstan has rich reserves of oil and gas resources, and oil and gas exports have always been the pillar industry of the domestic economy. In order to maintain the long-term export potential of the oil and gas industry, according to the strategic plan issued by the Ministry of Energy of Kazakhstan, Kazakhstan plans to vigorously develop its own combustion and power complex from 2021 to 2024. Industry to ensure national energy security and growing energy demand. The strategic plan also proposes to promote the transformation of the oil and gas sector to export-oriented production of high value-added products and establish a complete energy industry chain.
According to the strategic plan, the Kazakhstan government plans to allocate 153.3 billion tenge to promote the transformation of the oil and gas sector from 2021 to 2023. Among them, 91.7 billion tenge will be allocated in 2021; 38.3 billion tenge will be allocated in 2022; 23.3 billion tenge will be allocated in 2023. It is estimated that by 2024, Kazakhstan’s crude oil production will exceed 100 million tons, reaching 100.8 million tons (85 million tons in 2020 and 85.3 million tons in 2021); natural gas production will reach 62 billion cubic meters (55.2 billion cubic meters in 2020, It is expected to be 54.4 billion cubic meters in 2021); the output of asphalt-free oil and gas chemical products will reach 440,000 tons (350,000 tons in 2020); the localization rate of procurement products by oil and gas companies will reach 22%, and the localization rate of procurement projects and services will reach 50%
The strategic plan pointed out that the purpose of Kazakhstan's oil and gas industry policy is to maintain the long-term export potential of the oil and gas industry, to achieve a balance between the benefits and risks of oil and gas reserves exploitation and utilization, as well as the balance between oil and gas resource sales revenue and infrastructure construction investment. Through modernization and transformation of the three major domestic refineries, it is expected that by 2025, high-grade fuel oil will be fully self-sufficient. In addition, Kazakhstan will further increase the exploitation and supply of natural resources, and guide the private sector to shift to new non-raw materials and high-tech sectors by improving the efficiency of oil and gas resource management. It is estimated that by 2024, Kazakhstan's installed renewable energy power generation capacity will reach 5 billion kWh (3.15 billion kWh in 2020 and 3.5 billion kWh in 2021); the total national power generation in 2024 will reach 105.6 billion kWh ( 105.2 billion kilowatt hours in 2020).
